Wireless controller issue

I picked up another wireless controller yesterday but cant seem to get it to work. When i turn it on the light simply flashes like crazy and when i press the scan button it spins around like its looking for the 360 but just goes back to the flashing lights. Anyone any ideas? my other one works perfectly

are you pressing the scan button on the console first then the scan button on the controller?
