Whats the best way to go about getting wooden fence panels into concrete posts??

Lift them up over the post and try to slide/hammer them back down??

Yep, slide them down from the top but you shouldn't have to hammer them if the posts are positioned correctly. A light tap with a hammer may help if its a bit stuck but they will break if you beat them with a big lump hammer or something. If they dont fit then you will have to take the frame off one side, cut, replace frame and then fit.
