If this discussion goes beyond homebrew roms it's getting locked and I may have to hand out bannings.

I only use home brew on mine, calendars and various homebrew apps etc. Makes the ds in to a mini blackberry type thing. Especially with all the wi fi hot spots in town.

Is there a DS dev kit available for creating home brew apps?

Not too sure, I could not find the offical Nintendo one as I think it is only given or sold to companies. But there is a wealth of 3rd party homebrew apps out there. Just google them.
