Nope.

For public profile pic you can only pic from images that are standard, or ones you download from the marketplace (some free, some you pay points for).

You can have a second picture that is only seen by friends, but you'd need the XBL Vision camera for that (to take a picture of yourself or something else).

You can take a picture of your bits with the vision camera and have that as your gamer picture if you really feel the need, but to protect the public that will only be seen be the unfortunate souls that are on your friends list.
