Sometimes the Sell Your Item form might show you the normal listing fee but when you list the item, you'll be charged the promotional rate. If you look at the listing day page:

    http://pages.ebay.ie/sell/021206BIN

    You'll see this message:

Please note: Only the latest version of the "Sell Your Item" form will show the promotional prices that you will be charged. If you use the old version of the "Sell Your Item" form, it will show that you have been charged the full Insertion Fee. However, you will be able to see that the promotional prices have in fact been applied by checking the "My account" section of "My eBay".
