Sounds like your line is on a high contention ratio. probably 48:1

Meaning your top of the line connection is being shared with up to 48 other people.

Or maybe its just bad routing. Grab some ip's from a few game servers, Not the same ip block though.

    Go to start>run>cmd

    Type tracert ip.here:port

Have a look at the hops. If you see the same on constantly being slow its a problem out of your hands, Just let your isp know about it.

The general techies on the phone wont have a clue what your on about. So ask to speak to a manager/supervisor. They can then pass you on to someone who dosent just read from a script.

unless its a leased line or 1:1 dedicated DSL line, then these sorts of issues are to be expected regardless of provider, however you do need to determine whether the issue is occuring on your end, between you and your provider ( ie contention or a fault at the exchange ), somewhere along your providers network ( backhaul ) , one of their peers ( totally out of your hands and up to either your provider or the peer in question to fix the issue or reroute traffic appropriately ) or possibly a network peer of the gameservers you are pinging high to.
