Calling for Clock

Was just playing a €50 freezeout last night small event, 3 tables,we where down to seven when someone on table call a clock on short stack (both me and clock caller where not involved pot).Could someone please example the clock rule ............

i think anyone can call a clock, but even so was this just bad poker etiquette:
