Hey, I use to use linux a while back, Suse version 7(or something like that) and it used to have an option of spliting the folder you were using down (Splittin it down the middle so you had two folder locations opened in the same folder). I used to find this very handy and i was wondering is there any program for windows…

I take it you are refering to emacs in Linux - you could try the windows version, if that offers the same "functionality":
