Optional Irish language test for public sector jobs

Does anyone know the situation with optional Irish language tests for the public and civil service. This is where applicants for jobs are given the option of having their ability to converse in Irish assessed.

I notice that there are tickboxes for this option in many application forms especially for the civil service. But I don't think I've seen it for all public sector jobs. Previously I thought it was mandatory for all public sector jobs (mandatory in that they have to give the applicant the option) Don't really know however. Perhaps it is regarded as discriminating against foreign nationals?
