Keep Left - Pass Right

Should there not be a rule in this country that when it comes to the driving on motorways people should keep in the left lane and pass out in the right lane?

For instance, take the N7 and since it opened with the extra lane each way most cars travels in the right lane and most people refuse to give way for whoever is behind them. I'm not saying people can't drive there but why is it that most people always want to drive in the far right lane regardless if there is 3/4 lanes?? I often travel in the middle or left lane and sometimes passes all the cars (within speed limit) on the right lane.

If you keep left and pass right then surely it might improve things a little?

That's what you're meant to do. It's just muppets who are in so much of a hurry that they insist on it.

If you're travelling in a 80km/h zone in the right lane behind a retired person or a learner driver that drives at 60km/h how does that make you impatient if you want to drive at 80km/h? Surely, the middle and left lanes should be used for people that drives below the speed limit.

The outer lane ( i.e. lane on right ) is the overtaking lane. Drivers are supposed to drive in this lane to overtake and then move back into inner lane when safe to do so.
It seems that many drivers need to be re-educated how to drive especially when it comes to roundabout signalling. My Crystal ball is broken so I cannot know where the AR$EHOL€s who refuse to indicate are going.
