What improves the location of a bus stop, e.g. placing it near a side road brings it closer to more people, should it be before or after traffic lights, etc.

In Oxford (UK) there seems to be a conscious decision to put them immediately before traffic lights. Maybe because:
    - Drivers will be slowing down anyway, while if the stop is on the other side of the lights someone accelerating away from them might run into the back of a slowing bus
    - Since the junction (and therefore the shops) are more in front of than behind you, it'll encourage passengers to use the lights to cross
    - If the lights are red the time to let passengers on and off would have been spent waiting anyway, so this reduces the total journey time.
    (above is all speculation btw).

On the other hand, if the line of traffic goes back beyond the bus stop, for some reason it's much more irritating to inch forward and not be let off than it is to inch forward to the lights and get off the other side.
