Archived jpg images corrupt?

I went back recently to look at some older family photos on my pc and found that while they were listed in windows explorer, they won't display. I looked into this further and I was horrified to find that of nearly 8000 pictures, only about 1,000 are working anymore. I had backed some of them up, so I have more of them back now but it is a real mystery and it will be a huge loss if we don't get them back.
I have compared a non working file on the hard disk with a working backup of the same file and they both have the exact same info. File size, date created and so on. It doesn't seem like there is anything wrong in file explorer. I tried to zip a broken one to see what happens and it goes to 1kb from 420kb, so obvioulsy there is something radically wrong there.
Paint says it isn't a valid bitmap image and any other program I have tried won't open them either.
Any suggestions or feedback is greatly appreciated.

What programs did you previously edit them with? Some 'family photos' are only 1kb? Corrupt headers perhaps.

To rule out HDD: chkdsk / scandisk the HDD.

Yes, I did try Chkdsk and Scandisk. As I hadn't been checking them much for a long while, it is possible that they might have been corrupted in the past and they have been moved a few times from older machines and such.
The only editing I ever did on them was to rotate them after they were taken. They are the correct file size in windows explorer. It is only when they are zipped that they are 1Kb.
