    No.
Major Irish retailers only sell Subscription sky.

Free To Air Satellite (FTA), (All BBC, ITV, Film4 etc ) is about €150 to €300 for gear and €100 to €300 for install. No C4 or Five or RTE. (Irish TV via aerial)
List of FTA (Free to Air) Channels:

"Freesat from Sky" is a Free To View system that adds C4 and Five channels using a viewing card. It is only available installed to an N.I /UK postcode address.
Only C4, Five, Sky3, Five US and Five Life are FTV.

No NI freesat cards don't include RTE, RTE is only available on subscription in NI.

Gamer I have just upgraded to sky+ and have a Freesat card with all bbc's Ch4 and five for my old box. You would need to get a dish and somebody to install it for you. send me a PM if you are interested and I will let you know how much I would let it go for.

Open to correction here, but think an expired Irish Sky Sub card will still do RTE?

    Can anyone clarify this ?
