in our apt theres an analogue ntl connection in the bedroom, however after hooking up the tv it seems it isnt live.

rang ntl and they say i need a technician out? how come surely when it was installed it was wired up and they just need to 'flick a switch' and we pay extra no?

If it isn't working then somewhere it isn't wired. that's how cable TV works though there are exceptions.

looks wired to me, opened the box and its wired the very same as the working one in the sitting room

cant see why we need a technician to call, they should be able to switch it on?

It is probably not connected where the cable enters your house. As your in an apartment, this maybe in some shared utility closet with all the apartments.
