Animated GIF Frame Timing

I am having frame timing difficulties with animated GIF files. I'll use the following image as an example:

    http://img216.imageshack.us/img216/7625/abcfi1.gif

I used the GIMP to create the above image with a 40ms delay between each frame and a total of 62 frames. When I use the 'Playback' feature in GIMP, the file animates at a relatively fast pace, just as I'd like it to. I then save it to the desktop as an animated GIF. The problem occurs when I view the file in Windows Picture and Fax Viewer. The file animates a lot slowler, probably around 100ms or so, similarly in IE and Opera.

I initially thought this was to do with the way I was saving the file, but when I re-open the file with GIMP and use the Playback feature, it plays the image with a 40ms delay time. I can't figure out what I'm doing wrong. Any ideas?

It seems to work perfectly in Firefox, I don't know what's up.

Did a bit of searching, apparently IE and Opera cap animated GIFs at around 100ms or so. Whereas Firefox displays the animations true frame delay.
