Most flights I've been on, it was fine to use electronics any time besides takeoff and landing.

AFAIR, any device with a laser in it (e.g. DVD player) are forbidden from being used on the aircraft.

Nope, I've used a portable cd player on many occasions (not allowed on take-off/landing though). Although I think some aircraft don't allow portable DVD players (but will allow laptops, most of which have inbuilt DVD drives  )

You can use just about anything on a Monarch flight. The obvious exception would be a mobile phone.
