NTL reception quality getting worse?

    Hi,

    I have had NTL digital for a few years now in two different houses but recently it has been acting up. Pictures stutters and stumbles quite a bit now and is really irritating. It happened the odd time before but the last few months it is getting worse and worse. I rang and asked about the problem and they told me to check the connection speed which was 34.5 or so. THey sent out an engineer and he just looked at the hlep as I did and said if it goes below 30 there is a problem otherwise nothing is wrong! So next time it happens to check the connection and report it if it goes below. It still happens and the connection speed doesn't change.
    Somebody else I know has the same issue.
    Is everybody experiencing this and what are the theories or explanation of the problem? Are NTL just not admitting a problem?
