    Add the two prgrams to the start up folder. in start > all programs. Just drag them in there.

    for the saftely remove icon, dont worry about it.

    They might be still running in the background without showing an icon on the system tray. I am not entirely sure as I don't run either of these.
    Windows could be hiding the Safely Remove Hardware button, right click on the Taskbar->Properties->Customize and check if its set to Hide when Inactive.

    The two programs are meant to start automaticially.

    Just do as i say and they should load on boot.

    On login of the user whose Startup folder you dragged them to, not on boot. If you want them to start irregardless of the user, you have to drop the shortcuts into Documents and Settings/All Users/Start Up.

    these should run on start up by default... maybe you should just re-install them, simply done

    If you are running windows XP Here is a simple solution .

    Click start --> run --> msconfig <enter>

    this will show you detailed information relating to which items are set to load up at boot time , you can enable and disable items in here .

    You may also want to check that all the correct services are set to run automatically

    Start --> run --> services.msc

    this will show you which services are set to run at boot time , check to see if the one you are after is set to disabled

    It may also be a group policy , denying the local accounts from accessing the icons you refer to in the system tray .

    Start --> run --> gpedit.msc

    have a look through the <user configuration> / <administrative templates> section and see if a policy has been set .
