Em, have you a webserver/host? Have you made a website before? There are plenty of steps needed to get you there.

Right, that's a bit of an undertaking.

First you need somewhere to keep you're site. If you want to keep if free, you need to host it yourself, i.e. have your own webserver. This involves either using a spare computer to to act as a webserver, or host it on your normal desktop pc (which wouldn't be advised). Otherwise, you need to pay a company to host your website on one of their servers. Keeping it on a personal PC at home will limit the speed and essentially the amount of people who can connect to it.

Once you have something to host the site on, you need to an address to point to you're pc, like "www.somename.ie" Generally this costs money, although you can register one free, except it will be .dyndns.com (or similar) instead of just .com

Once you have all that setup, you need to actually make the site. Never looked into it myself, but i'm sure there are opensource/free options out there instead of the commercial vbulletin etc.

Not as easy as it may seem at the end of the day

Simple to use. Thousands of skins and mods for it. They are upgrading the system sometime in the near future.
