burning dvd questions...........

    I have a dual layer dvd burner and when I try to burn a movie that exceeds 4.7gb I have the option of reducing the quality (which I dont want to do) or clicking on dvd-9 which im guessing is a dvd on which i can record nearly double the amount of a standard 4.7gb disk onto.So my question is,what exactly is dvd-9?Can I burn double the amount onto a standard 4.7gb dvd if I have a dual layer dvd burner if I click dvd-9?

    Also im using nero 7 ultra edition and I have heard that some movies that I may download have to be decrypted before it will allow me to burn them.Is this the case?if it is,can someone recmmend a programme that will decrypt the movie?
