Best free or really cheap graphics sw??

    Can anyone please recommend a good free or really cheap graphics package.

    Cost:
    By cheap I mean no more than 100 eurons.

    Requirements:
    • Basic adjustments on photos - light and colour.
    • Resize, crop, and maybe add a bit of text and maybe an arrow/line or two.
    • Ease of use would be an important factor also.

    Any help is greatly appreciated.
