Start with the Intel Core 2 Duo one first.
What do you want to use the PC for?

If you want to game, add either a 7600GS or 7900GS graphics card (depending on budget)

The processor hell yeah; RAM should be enough until you think you need more -- 1Gb extra can be bought & installed at a later date.
As for gaming, the hierarchy for gaming on a budget is
    1. nVidia 7900GS (+€160)
    2. nVidia 7600GT (+€123)
    3. nVidia 7600GS (+€69)

If you're following my advice & buying Core 2 Duo, then yes, upgrade to a mobo with the P965 chipset.
