Metro Segregation

Just wondering if anyone could help clear this up.

I read this statment on the RPA Metro site:
In essence, Metro will operate as a fully segregated line in congested city centre areas, using a mix of tunnelling, cuttings and elevated structures as appropriate, and operate more like a light rail system in the less congested outer suburban environment where less capacity is needed.

Does that mean that once outside of the city centre tunnels, the metro will conflict with traffic movements like the Luas? Would the trams/trains have to stop at junctions to give way to traffic?
If so, how do they expect do achieve 90 second intervals peak?

    Any info would be welcome.

Don't think so. AFAICS all junctions are grade separated. I think what they're talking about is that when the Metro is running at-grade, it won't be heavily segregated from surrounding pedestrians and traffic - no huge fences or anything. Also I think they're talking about walk-in Luas-style stations and so on. All this only applies to at-grade running from north Ballymun onwards.
