Could someone explain to me what "Digital Satellite Recievers" are?

A friend of mine has recently bought one (which fell off the back of a lorry!;) ). He simply plugs in his ntl cable contection into the back of it, connects a scart lead from the DSR to the TV, and recieves 144 channels the majority of which are available on sky digital, including Sky Sports and Movies for free.

    How illegal is this?
Is anyone willing to admit to using to using one ofthese?
Can you be caught using these?

Its hardly a satellite receiver if he plugs it into NTL which is a cable service. Satellite receivers need satellite dishes
