I am looking for software (preferably free) that allows people to have an online interface that lets them login to a blog interface with a decent amount of storage to share files, documents etc, whats the best way to do this?
software or is there a particularly good blogging service that lets you do this for free.

It ain't free, but I'd check out backpack
They're both good products, with free version that allow everything except file uploading...
    http://backpackit.com/

You can get it from 5 dollars (3.94 euro) a month.

If you explain what you want to do, rather than what software you want I could probably guess a better option.

Thanks for that, I am trying to post information that can only be accessed by (password protection) a few people (say around 10) but that also has a web interface like the backpackit website does, the idea is to collaborate on projects and update or share files and not to be part of a huge blogging community, just a secure area were people can use the blog or website or whatever as part of a brainstorming session.

Hmm, if its project management you're after, then maybe basecamp is the right product (by the same people as BackPack), see it at basecamphq.com (again , it costs if you want the file upload version)

Also available in the online project management space is GroupLoop(grouploop.com), GroupLoop is like BaseCamp but nowhere near as slick. However its entirely free for a 3MB upload limit, which is nice.

Also if you have anyone technical onboard, you could get them to install activeCollab (http://www.activecollab.com/) on a server, and you could all work away then only paying hosting costs.

Another vote for basecamp - it is excellent and has a free version.

http://www.zimbra.com/ is a good collab tool also.
