Every time I pass the road up to Kippure mountain (in Wicklow with the TV mast) I get the urge to go up there. Probably not allowed I suppose?

There's a barrier, often there are cars parked there, walkers perhaps.

You can cycle to the top, just lift your bike over the barrier. It's steep. And gravelly.

There's not much to do up at the top though. This maybe:

You can cycle down the north side of Kippure, joining up with a bog road that deposits you out onto the Featherbed road. Its a cool descent, especially in summer or on a frozen winters day. A great loop to do.
