just wondering what my rights are with regard to having my vehicle searched. can a guard just do this at anytime?? can i refuse a guard if he wants to search my car???

also does a guard have the right to search through my phone if he stops me on the street???

Generally they aren't allowed search, unless they suspect a (specific) crime or they suspect drugs.

He does if you are wearing a tracksuit and Burberry cap. :D

He has a right to search through your phone (or your vehicle/bag/pockets) in so much as he suspects that you have drugs stashed inside it. He has no right to view the information on that phone without a warrant - unless he suspects a specific crime (as Victor says). This suspicion would have to hold up in court, and there is very little which you could find on a phone that would be illegal.

unless it was photographic or video evidence of an assault or other illegal act maybe?

Or you were phoning the local dealer or you are the local dealer.

Exactly, but how do you justify a suspicion that someone has illegal images/videos on their phone if you've randomly stopped them?

driving a white van is suspicion enough for some of our finest. indeed driving anything that they cant afford makes you a dodgy character
