Late Opening For A Bar

What is the procedure for applying for late opening for a bar, in relation to a special event. Is this something that should be done through solicitors or is it realistically possible to do it as a non-legally qualified person.

I am not involved with the bar in any way, but part of a student group that will be using the bar for an event. The bar has asked us to handle the application for them. Also, we have had this late license approved for the event for the past three years. Unfortunately the person who handled it is no longer in the country.

I am not asking for legal advice, merely enquiring as to the methods one could use.
