Not sure about the traditional firms, but Betfair accept paypal and it's relatively quick and painless. If you do decide to open an account, use my referral code, 9PRD6GEEC , and after 30 quid of settled bets, you will get a free 30 quid.

No you cant use 3v on any gambling sites.
