Car Rental for under 23's?

Does anyone know of any company which will rent cars to someone under 23? I know certain companies e.g Budget will if you provide comprehensive insurance for the rental car yourself, but besides this, is it possible? Thanks.

Some rental companies in Ireland have a minimum age of 21 on smaller vehicles but there is an underage supplement. Need to have a valid full licence for over a year. Give Hertz a call as I think the minimum age on anything up to a focus is now 21.
