Smithfield - Broadband Options?

I live in Smithfield and I am looking to get broadband installed for the first time.

Firstly I looked at wireless and given the reviews that Irish Broadband have received I have decided to stay away from them. Digiweb requires an installation of a devise externally and my landlord won't let me do this.

Then I looked at ntl and it seems that our apartment block is one of the few that they have not yet wired for broadband.

So Smart was my next option. Yet they say that because there was never an active landline in my apartment that I have to pay eircom 120 EUR to get the landline activated and then I need to transfer my account. Is this normal? How long does this normally take? There is a phone in my apartment so at some stage there was a landline.

Do I have any other options with regard to broadband? (other than BT, Eircom etc).

    Thanks

Order the telephone from eircom. www.eircom.ie, click on products & Services,, click on Phone Lines.
If your home previously had an eircom home phoneline and you want to reconnect your eircom home phoneline, or all line work is in place, the connection will be FREE - save €24.99 (inc VAT).

If your home has never had an eircom phoneline, or all wiring is in place, the connection will be FREE - save €49.99 (inc VAT).

If your home has never had an eircom phoneline, or all wiring is not in place, a connection charge of €121.93 (inc VAT) will apply.

Once you have a working phoneline, and your eircom account number, order Smart. Getting your account number can be a hassle, but according to the website, if you order your line online, then:
When your eircom phoneline has been connected you will be sent a confirmation email.

    The e-mail will contain:

    * Your NEW eircom home phone number.
    * Your NEW personal eircom account number.
