Stuck in a rut.

I have been working in construction for exactly a year now and need to move on. The company i work for has a real rat at the helm.
Last feb the company went into voluntary liquidation so the wanker could dodge tax. A sister company owned by the same people took over all the jobs of the old company with the only difference being a change in the lettering of the company name. At this time all the lower level employee's(ie the foreigners and anyone not vital to the company) lost out on a weeks wages. The higher level employee's were paid in cash. We were told the company could not afford to pay the wages and the government would cover the week because of the liquidation. At the time i knew this was bull**** but the important people in the company were paid and those who were not paid lacked the leadership to do anything about it. SIPTU sent in Brendan O'Brien who talked a lot and got a nice slot for himself on the news but seems to have done little else. Now it has emerged that the government will not pay this money and rightfully so. I have also not been paid my holiday pay and i am owed something in the region of 3000 euro. On top of this it has emerged the company was not paying pension and other contributions and at least one employee's who is paying tax every week has not been registered with the tax office. Since this has happened the owner has purchased himself a pub in Mayo as well as a new jeep and bmw.

Now onto the reason for this post. Like the title says, i am stuck in a rut. I moved to Dublin with debts of six thousand euro which i have pretty much paid off by now. These Debts were the only reason i stayed with the company for so long. Workin for them has really been a bad experience and i want to move on and get into a job with reliability and some sort of future. The problem is that i have no real skill. I have a certificate in I.T. but no experience. Apart from my current job i have worked for eight years in different forms of the services sector, bar/hotel work.
I dont know where to start looking for a job because my cv really lacks any punch.
Can anyone who has similar experiences give me advice?
