I genuinely don't think there are any out there that would suit.
Basic Payroll and accounting software is quite cheap these days and comes configured for Irish use and will have the all important support that is often necessary for this type of application.

In short I don't think this is something that an open source application can cater for at this stage.

I would look forward to being corrected by someone who knows otherwise though.

I dunno. The 'industry leaders' in this field are all keeping things proprietary / closed because there's BIG money to be had. I've yet to find a decent payroll package.
Will your staff be capable of implementing and using OSS or will they need training, etc?
    http://www.gnucash.org perhaps? have a look on http://freshmeat.net/

a quick google for payroll software gave the following

    http://www.treshna.com/paymaster/

    http://www.paythyme.org.uk/

Both look to be really payroll only apps, not much in the line of account support like gnucash.

Also spotted a mention of another accounting software that is open source.
    http://jalia.sourceforge.net/

Apparently the company behind this is supposed to have a web interface to provide payroll support. But it looks like you'll have to contact them directly to find out more.

In general it looks like there isn't an package that does both accounting and payroll, but then again I haven't looked to closely except for the features.

the problem with the open source packages are that they won' cater for the exact requirements of the Irish market (correct rates, bands, taxes etc).

For payroll, something like Sage quickpay is quite cheap (you can get a free version for up to 3 employees). It will have everything set up ready to go. One less headache.

I think you are better off getting separate payroll and accounts packages. It will allow more freedom to get systems that suit your particular requirements.

Whilst it's not open source, and might not be fully compatible with the Irish market, it won't hurt to give this a try:

It's not too bad. I'll be evaluating it fully next week to see if its suitable. I do know that it doesn't cater for VAT, but does have a sales tax which can be configured.
