Can programs like Torpark for surfing the Internet, ScatterChat for a secure instant messaging or any program that uses tor for encrypted info, be shared freely (such as freeware and programs under GNU) in Ireland?

I know it is restricted in the US, but I don't know to what extent.

Is it even legal to share them or even use them in Ireland?

Maybe this should have been posted in Legal Discussion. But cryptography is a Security matter.

there is no restrictions in ireland wrt the distribution of strong crypotography programs.

And the encryption export restrictions in the US were generally lifted a good few years ago. though they may still have some countries banned specifically.
