    Is it the landlord or tenants who pay the yearly estate managemnet fees? I can't seem to get a answer from anybody on this.

    Yes, definitely the landlord.

    Landlord's usually (or they should) take things like management fees into account when working out how much rent to charge. Any landlord who tries to make their tenants pay fees on top of this is taking the complete p*ss..

    Landlord.

    The Management company will only bill the home owner. However, the landlord may include some parts of this in to the rent.
