Window aperture adjustments

Just wondering if this is a common enough issue.

Our windows & external doors were delivered & fitted last week.
Two windows on the upper floor were manufactured at 800mm
width because the suppliers weld process for a vertical/horiz criss-cross
glazing pattern wasn't achievable at widths of frame under 800mm.
The apertures/opes in reality for those two windows are coming
    in at 780, 790mm respectively.
The fitter told me that the builder needs to cut back the blockwork
on one side in each case using a consaw or similar to allow the
fitters to return to fit them.

Is this common enough and more importantly is the remedy common
enough and generally without much issue (apart from extra unforseen
work falling on the main contractor)?

I'll chat with the builder next week about it. Just was curious if
window/blockwork savvy folks here are familiar with this scenario.

whose fault is it that the opes are the wrong size?

You may get billed for the extra work.

The consaw will only bring u so far and then it will need to be chipped out
