TV Card for Laptop

I was wondering if anyone could guide me in the right direction, I was hoping to get a tv card to use my laptop as a display for the PS2. I was hoping, though, that I could get one that doesn't actually have a tv tuner so I don't need a tv license for it. Anyone know of such a card?
