They used to have capitals until their goverments spent too much on gas chambers. So in the end they lost their capitals and their power to run the gas chambers.

I was wondering the same! Perhaps OP didn't want them to win and thought by capitalising the rest, people wou;dn't notice them as much! A conspiracy I say...
