Can anyone explain this scheme?...to my mind reading the leaflets it is essentially forcing a tenent into accommodation of the choosing of the local authority.

In addition, if you refuse a property, say in a bad area, that counts as a strike against you...three strikes and you are cut off from supplementary welfare allowance, rent allowance.

Has anyone had expereince of being part of this scheme and what rights does the tenent have, what right of appeal does one have.
