If its the CO CO or corpo , well those guys can do whatever they want whenever they want, they'll call it an emergency even if it ain't.
If its a contractor working on behalf of the local council/corpo they will be tightly goverened by the contract they have signed to do the work and in most cases there will be working hours restrictions , usually 8am - 7:30pm.
However in most cases the co co turns a blind eye in the interests of progression of the project and lets the contractors tear away.
If its bothering you ask to speak to the site manager/foreman for the contractor or if "he's not in today;) " ask to speak to the resident engineer for the co co. or corpo.
Failing that ring the environmental section of your local council , they should take care of it.

Be careful, if you do manage to tie them to specific hours, they will be outside your house for longer. Are you sure you want that?
