If you go on Amtrak cascades train, you go through the U.S. Border Protection Pre-Clearance post at Vancouver train station, train then crosses border without stopping.

Any other route across border, train stops and inspectors get on. How long it takes depends on size of train, number of inspectors, anyone they have a problem with, etc,e tc

It will as the other reply said also depend on how many passengers there are.
Most of them will have Canadian or US passports/green cards so it really depends on how many foreign passport holders that there will be as it is these that will take up the time.

Your only quick method of finding out is to check the avearage arrival time at the first post immigration stop in the US against the average arrival time at the immigration stop.

I'd imagine every day would be different.I'd also imagine though that the INS or dept of Homeland security would work with Amtrak to have a mechanism such that the train would still run to a schedule ie, any problem and you have to disembark and the train goes on without you.
Thats the way it works on planes.
