app to monitor broadband uptime

i saw a program a while ago for the purpose of checking broadband uptime - afaik it runs in the background and registers in a log file or graph or something times when the connection is on and off - i cant find it - does anyone know what it's called or something else that would tell me the truth about my isp's uptime ?…

I use a prog called SurplusMeter but I'm not sure if they do it for windows.
