pcmcia tv tuner card help needed

I bought one of these 'Smart TV' tv tuner cards from a dealer on ebay

    http://www.sinovideo.com.cn/en/p/1/

Did my research, nobody seemed to have any trouble with them. However it won't seem to work properly on my laptop. I have tuned in the tv channels (cable) and though they tune in the picture quality is very bad. Shouldn't be as the signal is strong and works fine on the tv card on my pc. (screencap)

Also, when I connect my camcorder using the s-video cable, I get only sound in s-video mode and in composite mode I get sound and a picture with interference in it. (screencap)

I have all the settings correct, set to Pal_I

Just wondering if anybody has any experience of these cards or idea what might be wrong. Have I just got a dud card? (have emailed the seller but no reply as yet)

Sounds like just a crappy card in general though it maybe a dud.

Have you tried updating the drivers for the card, they can be gotten at this link they were last updated in 2005 but an inspection of the .inf shows the drivers really haven't been touched since 2003 for the generic Philips chip they use.

Try using ChrisTV with the card and see if it gets any better, been a while since I used it but I recall it could do a fair amount of tweaking.

Try DScaler v4 with the s-video connection to see if it picks it up.

I'll try get a replacement from the seller and see if I have any success
