Just gave into temptation on a track top that was on sale from ebay in china (I know! I know! I'm not an ebay n00b!) His feedback was fine, stated took paypal and even though probably selling a fake version his price was considerably cheaper for top in question.
Tried to pay via paypal but got the message his account cannot receive foreign currancy....fair enough but I will ONLY pay via paypal.Have sent him 1 email in english and 1 of the english message translated to chinese but I'm sure something is lost in translation.Anyways long story blah blah....if I can't pay via paypal as advertised can he still file a non-paying bidder claim against me etc and still leave me negative feedback or is it a case of wait and see?

he probably can do both but i think that you can appeal the strike, after all it would be paypal's fault nor urs.
also who sent you the email that he cant accept foreign currencies?him or paypal?

yeah you can't send money in and out of China via paypal. They have their own internal paypal system set up. You can use something like moneybookers to send the money though, its what I do but I only rarely buy from China
