I was recently playing in an all ireland event, and was told out on the course, that you can now tend the flag for your playing partner while they are off the green. Before you either took it in or out, but it seems now you can actually tend the flag, anyone heard anything on this?

Yes - the rule is that you can tend the flag when a player is off the green but whilst the flag can normally be in if you hole out from off the green it must not be tended if you hole out.
