I want to create one without destroying half a city i just want a small scale one and that page that you suggested doesnt help

Well you could make a small one out of a cars ignition system, but it really depends on what you want it for. Why don't you tell us what you had in mind, and provided its legal/ethical, then maybe we could give you better advice.

Isnt there a very small electro magnetic pulse given from an electrostatic discharge , and if so wouldn't a Van der Graf generator do ?
