It's usually state law that dictates whether companies can rent to under 20's.
So by the sounds of it Cal. don't rent to under 20s
Try the State of California's website, you might get info there www.ca.gov/state/portal/myca_homepage.jsp

Im 23 and I've a convertible booked with Budget rentals for California in two weeks.

The two companies I found that would rent to under 25s are Budget and Alamo.

However, they do load you heavily for it - Budget charge $25 per day extra for under 25s.

Alamo will only cover one under 25 driver so if you have a second driver they must be over 25. Budget will do both but will charge the $25/day fee for each driver.

    So its possible, but expensive.

10days with Budget, picking up Los Angeles, Returning Los Angeles, with full insurance(crash/damage waiver) and liability cover, plus underage charge is going to cost me about €750 ...

Make sure you ask the cost of both insurance(crash/damage waiver) and Liability covers. The US is not a place you want to have a crash without being covered.

Trailfinders (in Dawson St Dublin and elsewhere) in my experience are the best deal for car rental in US; when you include insurance and everything else they seem to be close to half the best available internet rates. They use Alamo in California and I have found them good. Generally internet rates assume you have your own insurance, which coming from IRL you won't have.

    Travel safe

Most companies that say they rent to under 25s still require the driver to be over 21. Much harder to find a (reputable) company that will rent to anyone below the age of 21.
