Online applications

I recently submitted an online/electronic application. There was no possibility to attach a CV or letter of application, and only a limited number of lines (15) were given to explain reasons for applying. This was optional, but when I printed out my application I realised that this part came first! Seems as if it was important then!

What I need is some professional advice on online applications. Is there a good site that gives advice on them?

In particular, how should one structure and phrase a 15-line letter of application! I found I really had to cut down a lot and put stuff elsewhere in application (under duties for posts held). My summarissing skills really need honing!
