I read recently that the glass in a car window in enough to block out the UVA and UVB light that causes surnburn, and can even be as strong as powerful sunscreen. Is that true? And if it is, how come so many people have "drivers arm" with one brown arm and one white one? I get that, and I never leave the window open while driving.

This is what I remember, but it is very rusty.

IIRC, it's the UV rays, part of the spectrum, that cause the actual sunburn. These rays can't penetrate glass, so although light passes through, the UV does not, and so you don't get sunburned.

I'm sure someone can strengthen that up.
