In the USA I wonder how useful this is...
I'm sure a traffic cop isn't going to issue a bulletin looking for a "speeding car with a California license plate, 5TJF479" or indeed "a speeding car with a blank license plate"
Surely "white Lamborghini with 'Bullrun' on the bumper" would be a more than adequate description
